Is Cortisone Shot Effective For Frozen Shoulder?

I had a tetanus shot in June of last year. Since the following day I have had shoulder pains which restricts my movement. It was diagnosed as a frozen shoulder but 7 weeks of Phys. therapy plus 5 visits of gyrotonics has done no good.
What is going on and would a cortisone shot help?
