Is Coughing Up Of Whitish Discharge A Concern?

I seem to cough out small white fuzz that floats in air and lands on my shirt. About a millimeter in diameter. Checking it with my 30X stereo scope I see a clear fibers with small sphere bundled together. Is it some part of my lungs? Is it normal ? Should I be concerned? I seem to be chronically congested.
