Is Cracky Voice, Increased Facial Hair Growth A Hormonal Problem ?

I am 25 years old and I m wondering why my voice still cracks I also have trouble growing facial hair but have noticed over the past couple years it has started to grow in more and thicker. Is this a hormone problem, low testosterone or anything that sometimes just happens?
