Is Estradiol Level Of 25 A Cause For Concern?

Went for a ultrasound today. Ultrasound showed 16 mm cyst on left ovary. Did blood work to check e2. Nursed called back this afternoon e2 level was 25. Doctor wants to start injections and do iui because e2 level was under 50. What is your opinion on this?
