Welcome at HCM
I have gone through your query and being your physician I completely understand your health concerns.
Hernia surgery per se is not a contraindication . The problem comes with the anesthesia. As he has got a weak heart so hernia should be managed conservatively. If there is need for surgery then it should be performed on local anesthesia.
meet your surgeon for proper management.
Meanwhile stay calm .

Hope your query is adequately addressed if you still have any feel free to ask
