I went through your daughter's history and would like to make suggestions for her as follows:
1. Wheat flour (which is an inhaled substance) allergy does not mean wheat (food) allergy. I would suggest you to test her for 
wheat allergy separately, if it is negative, she could safely consume wheat.
2. Were I treating her, I would suggest her regular 
montelukast and 
levocetirizine for at least 3 months.
3. I would also suggest her regular inhalers like inhaled 
corticosteroids (low dose) for at least 3 months. 
4. In general, I would suggest her to avoid exposure to dusts, smokes and air pollution as much as possible.
5. A healthy diet rich in 
vitamins and minerals will help her in a long run by improving her immunity.
