Is It Advisable To Travel With Swollen Calf?

my friend is traveling to turks and caicos from UK, last friday she had suspected dvt, they did dopler but could not find anything. Her calf was 4 inches wider and swollen, painful. Toes were also swollen and painful too.

She also had 1st degree heart block. should she travel??? plus she cannot get insurance i.e for repatriation if needing air ambulance????
