Is It Advisable To Use Tampons?

My fifteen year daughter's best friend is diabetic and just got her period for the first time. Her mom has been working and is not readily available to speak to, so I am trying to help until they can talk. This girl is having rather heavy bleeding for a first time and is an athlete. Can she use tampons without health risks. Keeps soaking through her pads.
