Is it customary to wait for the person's heart to stop beating before beginning CPR? If so, what should one do in the meantime?

It has always been a major issue as to when to start a CPR, it's a ethically started when we assume that the heart rate is sinking or inaudible and person is loosing consiousness (due to any reason) e.g in smoke suffocation too, keep the heart beating by CPR, until the rescue team arrives.
