Is It Normal For A Child To Do Pelvic Thrusting?

my 19month old grandson does alot of pelvic thrusting in his high chair and while trying to go to bed. He also seems to do things even though he knows it is wrong or will get in trouble. It seems to me that it is like there is something (not really) inside him that keeps him so active . Is this normal or should he see a ped MD about this?
