Is It Normal For The Scrotum And Penis To Swell And Turn Black Three Days After Inguinal Hernia Surgery?

Hello doctor...my father went through surgery for inginual surgery for hernia ..he s been out of surgery for 3 days...he was ok but noticed his scrotum and penis being swollen and turning black. Is that normal or should we take him to our nearest hospital?
