Is It Normal To Have Extremely Heavy Period?

Hi, i have been on my period now for 3 weeks on Saturday, the blood doesn t seem to be slowing down and i am going through 3 pads in about an hour, the blood is very heavy and very bright red still. I am just wondering if this is normal? I also have terrible cramps in my back and stomach.
