Is It Normal To Have Severe Swelling Around The Sprained Ankle?

I sprained my ankle. It swelled enormously all the way around, including the back. My doctor casted it. He said after 3 weeks he would splint it, then 6 weeks of physical therapy. Is this normal? The Emergency room had said it was broken.
