Is It Okay To Donate Blood When Exposed To A Person Who Had Mad Cow Disease?

Twenty years ago my dad died of Mad Cow disease. The doctor did a brain scan and it was inline with the disease. He could not get a Doctor to that would do a biopsy. With the 18 people possibly infected lately, the argument came up again. The doctors told us not to give blood because we were exposed to him. My brother continues to give blood and I argue with him. He thinks he is saving lives and I argue with him that he is putting lives in danger. Who is correct?

Mad cow disease of human varient is a fatal disease. Prion protein level of brain is detected. Antigen level ibody can be detected. In effected area blood for donation is tested for antigen. So donation of blood inot prohibited for them.
