Is It Possible To Rely On ELISA And Duo Test Results?

Hi, I got a Test done after 5 weeks at one of the labs.
The report says Hiv i & II - ELISA, Comments: Test performed by CMIA for antibodies to HIV 1, 2 & P24 Antigens.
The reading was (0.14) Non Reactive. What does this mean, was it an ELISA or a Duo Test. Is it reliable at approximately 5 and a half weeks?
