Hi,
Though, both these drugs are used to control angina as well as 
high blood pressure. However, their comparative efficacy on high BP is not precisely documented. Still, your cardiologist must have replaced Noten by 
verapamil, as he might have noticed some side effects of Noten like 
wheezing, breathlessness , low pulse rate, fatigue and 
dizziness etc.
Still, drastic increase in BP is a matter of concern. I will advise you to see your doctor about this, even if it is 
rebound hypertension. Your doctor may work up with gradually switching over to verapamil from Noten or increasing the dose of verapamil more or even may be prescribing you some other drug protocol, as required to control your BP to desired level.
