Is Light Spotting Ans Cramping Normal Before Getting Periods?

I'm almost two weeks late for my period. I've taken three pregnancy test all of which came out negative. I've started getting severe cramps today like I normally do when I start my period and earlier it felt like I had started. When I went to check all that was there was clear discharge and some light spotting. Is this normal, or should I be concerned?
