Is Low Lying Cerebellar Tonsil A Cause For Concern?

I have low lying cellebellar tonsil issues 5mm below forarm magnum the doc have me on topiramate 100mg 3 times day but its not help is this a seriourse issues and the preasure and headaches are bad they want me to fill disability and they say I have p.d, s d as well
