Is Nerve Burning Through Laser Surgery A Permanent Procedure For Neck Pain?

A friend of mind is having the laser surgery to burn nerves in his neck (both sides). He went thru surgery and injections that did not stop the pain. He is constantly having headaches and Dr s suggested nerve burning. Will this procedure help? is there a possibility it will not? if not what would next step be?
