Is Nose Bleeding A Symptom Of Concussion?

My 23 month old niece fell down the stairs and had a nosebleed immediately after the fall that lasted about 6 minutes. She cried for about 15 minutes. She has been acting normal and playing but saying her nose hurts and keeps rubbing it. Should we take her to the ED? Does the bleeding indicate a concussion or internal bleeding?
