had a 24 hour heart holter monitor, received letter today saying results were average heart rate 60 beats per minute however they were fairly freguent episodes of low heart rates into low 30 s, Dr says it would be in my best interest to get a pacemaker, call receptionist to schedule the surgery.

When this happens, the heart can't beat at normal pace and the rate can't increase when the demands of the body are higher like after physical exertion or after food. So, if analysis of your holter monitoring shows an inadequately functioning or non-functioning of your normal pacemaker, my advice'd be the same as that of your doctor - get a pacemaker implanted.
