Is Surgery Needed To Repair Bulging Disc And Tear?

Hi,I have had neck pain for quite a few years. I have been diagnosed with c4 c5 c6 degenerating issue, bulging discs and a tear. My first MRI was in 2009 and I received physical therapy, now I'm experiencing headaches and wonder do I need surgery to repair bulge and tear? Im 49 years and I also have rheumatoid arthritis.
