Is Surgery, Recommended For Spiral Break Of Distal Fibula?

Hi, I suffered from a double sprial break of the distal fibula 9 weeks ago, after various casts and now an Aircast Walker, neither of the breaks are healing. Also my ankle is completely out of size and shape...not swollen, it's all bone! Do i need surgery?
