Is Surgery Required For Leg Pain Due To Ligament Tear?

My son hyperextended his hip in a bike accident when he was 12. The ligament in his leg pulled bone off the femur. The Dr. said this kind of a break doesn't usually heal well. He is now 16. He has grown 10 inches since then. In the last weeks he is experiencing pain at the top of his leg where the break/tear occured. Do they usually do surgery?
