Is There An HIV Risk From Contact With Vaginal Fluids During Condom Application Without Intercourse?

HIV risk , Finger might had vaginal fluid or brest milk which touched inside part of the condom the tip part, and put it on , no intercorce only handjob, ( actually assuming it because my fingers where continuously slipping while opening the condom wrapper, didnt touch vagina directly , just the skin near vagina , her panty closed to vagina, and her nipples)

Ideally no, there is no such risk in your case. The problem arises when the partner is HIV positive with active infection. In case your finger skin has cuts or abrasions then HIV can be transmitted via the exchange of body fluids such as blood, breast milk, semen and vaginal secretions. It should be known that people with HIV who are taking ART (antiretroviral therapy) and have an undetectable viral load do not transmit HIV to their sexual partners.

ART does not cure HIV infection. ART helps the immune system to get stronger. It also helps to fight other infections. Currently, ART is a life long treatment, to be taken everyday. Know your partners health status before laying with them. Avoid multiple partners. In case you develop early symptoms of HIV then get tested for HIV at the earliest. To be on the safer side you can get STD tests done. If your tests come positive, you will be treated without delay.
