Is Thick Skin Covering The Vaginal Opening A Normal Thing?

Hi, i wanted to try putting in a tampon so I started looking down in my vagina to see where to insert it. The area where I should have a vagina hole is covered with skin, like another two pieces of skin covering the vagina hole. I know there's supposed to be hymen but that is supposed to be a thin layer of epithelium, there is thick skin there and it hurts to touch it. What's going on? Is this abnormal??
