Is Torn Rotator Cuff The Reason For Pain In Both Arms?

I have constant pain in both arms on the inside of my arms. Did physical therapy for awhile but still have pain. I can move my arms straight out, but if I try to put hem behind me or reach suddenly for something, I have alot of pain. Can not turn over when I sleep without also causing pain. Could this be rotator cuff?
