Is Zero Growth In Height Of An Infant For 9 Months Normal?

My 21 month old son has not grown in height in 9 months. He is in the 10% and has been since he was born. He has gained weight and is in the 90% which I know is fine at this point. But I am concerned about the height, my pediatrician told me he would just measure him again at his 2yr appt. Is his lack of growth normal?
