Itchy, Red Rash, Tiny Bumps On Tip Of Circumcised Penis. Reason?

I have itchy red sensitulive rash on rim of penis head. Very small bumps and a wbite paste appeared this morning. I am circumsised. The foreskin area has been itchy for about a week. Also had dried skin on the area that has broken out in the same areafor that niwis has theto bump. I am sexually active, but only with my wife. Have not been with another woman since i met her 7 years ago

Thanks for your query.Based on the facts that you have posted it appears that you have developed bumps over your glans penis and around coronal sulcus,( Ballanitis).

Since you have itching with above symptoms please get your blood sugar levels done to rule out diabetes.As this is one of the presenting symptoms of Diabetes
.
In the mean while consult qualified Gynaecologist to rule out whether your wife has any vaginal infection .

Take broad spectrum antibiotics to combat infection.
Avoid sexual activity for couple of days till it gets cured completely.
