My Dicks Pretty Hideous It Has A Huge Skin Bridge

My Dicks pretty hideous it has a huge skin bridge on the top of it, it's about 1 inch wide, and another one on the bottom right of my penis about 1/2 inch wide. A Skin bridge is skin connecting from the shaft to head. It does hurt when i get an erection sometimes, the skin on my head gets stretched because it's connected, its gets so tight that the head on my skin cracks like dry skin. Im 17 ive asked my mom to take me to a urologist she won't, there's no one else who can take me. Is it possible for me to go by myself to get this fixed? How much does it cost to snip away? Also do i really have to pay because I would categorize it as a corrective surgery not cosmetic? I live in the U.S
