My Entire Face, Except For Eyes/under Eyes And Under Nose

My entire face, except for eyes/under eyes and under nose is covered in a severe rash. It is also on left side of neck. Took 1 round of Prednisone, 1 of Prednisolone along w/ Triamcinolone Acetonide Cream 0.1%. Nothing has cleared it up. It got better but returned much worse than before. Dermatologist prescribed Bionect but it isn't helping. It's totally parched, hurts like crazy, itches, and everything, including water burns. My face feels like leather and I keep a headache. It doesn't fit symptoms of eczema or psoriasis, but I don't know. I have not used anything different on my skin or on my clothes. This has been a problem for several months now and I am ar a loss.
