My Father Who Is 92 And Will Be 93, On

My father who is 92 and will be 93, on 2/1/2015. He has severe water retention (6 weeks now) in his lower legs and ankles, and has tried 2 different types of water pills the current on is toraemide 20 MG, and the water pills have not helped and they are getting worse, and to the degree of pain at times...he has tried compression socks to no prevail...What would you suggest to helpl the swelling?
