My Mother Had Achilles Surgery, She Is Elderly And Has

My mother had Achilles surgery, she is elderly and has arthritis. We are being told medicare will not cover Skilled nursing facility for rehabilitation unless she is inpatient in hospital for 3 nights. We are told we are not observation in hospital. She cannot use crutches due to arthritis in arms and shoulders. She cannot put wait on foot and leg (leg broken). We do not have capacity to care for her at home, what do we do?
