My Mother-in-law Fell And Broke Her Wrist A Couple Of

My mother-in-law fell and broke her wrist a couple of days ago. She's 91 and has afib. Would her health condition preclude general anesthesia to reset her wrist? If so, why couldn't her wrist be needle injected while she's conscious like a dentist injects one's gum to fill a tooth?
