Open Sore In Shaft Of Penis, Red And Swollen, Itchy, Mild Discomfort While Urinating. Not Sexually Active. Any Ideas?

I have a couple of open sore/lesions on the shaft of my penis close to the penis head. It has been red and a little swolen the past couple of days after maturbation, but today morning I woke up with the lesion. I have not had sex for a while now. It feels a bit itchy and hurts when I touch it, and I do have a mild bit of discomfort while peeing. I am wondering if this is just dryness of skin/abrasion or if it is herpes.
