Outlines Of Swelling, Mild Redness From Reaction To Skin Cream Not Disappeared For 3 Years. Possible Infection Which Cannot Be Healed?

Hi.
I had a reaction to a skin cream around my eyes about 3 years ago. my skill swelled up severely and was very itchy. there are still outlines from where the swelling was and the redness has not complete gone away....

i'm worried that it might be some sort of infection that never completely resolved. is that possible?
