I believe I have a make yeast infection there was some white discharge on my foresking and and a strong burning- pain sensation when I try to retract it, ( I've never had such problems before) this happened very short time frame maybe one of two days and I have a part of my foreskin that is really right around my penis, little minor cuts... - applying a cream metiostat 7 Is there any other precautions or procedures I should be doing...

Thanks for your query.Based on the facts that you have posted it appears that you have what is called as Phimosis.
If you have not checked your blood sugar levels,get it checked now to rule out Diabetes as this is common and first presentation of Diabetes.
Please consult qualified Urologist for clinical examination and to confirm the diagnosis. Depending on findings he may advise you to take antibiotics and anti fungal medications or to get circumcised.
