Peeling And Flaking Skin On Elbows, Fingers. Suggested Use Of Hydrochorizone Cream And Eucerin Lotion. Any Ideas?

I suddenly have skin peeling on my fingers, around the tips and the cuticles for about a week, just noticed my elbows are also peeling and flaking in the same manner.. any idea what it is and what the cause is all of a sudden.
I normally do not have dry skin and the cold weather normally doesn't effect my skin. the pharmacists said to use hydorcortizone cream and Eurcerin lotion.
