hi. My daughter is 10 months. And my sister has discover to what looks like to be skin tissue hanging out her vagina_ but not far out. What could this be?

You should get this examined by the pediatrician. if it is not painful inflammed, leave it alone, but consder taking a oipnion from her pediatrician.
