Rash On Arms. Scabies Medicine Ineffective. What To Do?

I have a rash or bites of some kind on my hands and arms. My doctor gave me medicine for scabies, but that did not work. It is worse when I am a sleep. I wake up with more of them. They look like blisters then some look like blood blisters. They burn and itch real bad. I have tried tea tree oil and now his medication. I don't know what to do. We took a short trip from MT to MN for a week and it had gone away while in MN.
