Recently My TPHA Test Found Reactive In My Blood Test,

Recently my TPHA test found reactive in my blood test, then i go for TPHA elisa test which shown reactive with value 20, reference range on the report is 1 but my vale is 20, what is value 20 means how can i interpret this value either is high or low?
