Red Blotches On Chest, Stomach, Neck, Circular In Shape. Any Ideas?

16, male, red blotches, not raised or peeling (save the ones on neck which flake slightly) on chest, stomach, and neck. Have been present for several months with no accompanying symptoms. Rarely they seem to disappear for a day or so then come back, and are seemingly just a discoloration of the skin. Mostly circular and no larger than a quarter.

You are 16, got red blotchs on chest, neck, stomach, since several months, mostly larger than a quarter, circular, they fade and come back.
They could be eczema,rosacea, or acne, due to allergens and irritants. Treatment comprises treatment of the cause, and topical steroids.
I advise you to consult a dermatologist for diagnosis andtreatment.
Try to find out the allergens, like soap, dusting powder, clothes, etc and try to avoid,them.
Avoid taking fish, and other sea foods.
