Red, Raised Rash On Front Of Legs Spreading To Sides Of Feet And Forearms, Cheeks. No Help From Triamcinolone Cream. Help

Yes. My friend has had a red, raised, rash on the front of her legs (x 2 years) and now is on the sides of her feet and sl starting on her forearms. no itching or pain. not helped by use of Triamcinolone cream. Also has a red rash on cheeks out from her nose...?something like a lupus distribution. Can you help? Thank you.
