Should I Be Concern As The Cyst On My Left Breast Hurts?

hello, I had sebaceous cyst on left breast, two ultrasounds, two mammograms back in November, Dr said not cancerous, without health insurance, she recommended I leave it without removal, it then went down and now it is back and hurts, it is close to the skin next to nipple, should I be concerned?
