Should I Be Concerned About Blood In A Toddler S Urine And Lack Of Urination For 7 Hours?

My 3 year old had some blood in her urine around 3pm and said it hurt to potty, it has now been 7 hours since she lasted peed, she has drank around 20 oz of fluids as well since 3pm. Is it okay that she hasn t peed in 7hours with her drinking 20oz of fluids?
