Should I Be Concerned About Splotchy Red Line On The Upper Right Arm 2 Above The Spot For Pneumonia Shots?

I have a splotchy red line on the upper right arm that travels into the armpit. It is sore to the touch. I have had no injuries to the arm except for a pneumonia shot about 2 inches from where the red begins. Should I proceed to the doctors office or ER?
