Should I Go For Surgery For Numb Legs After Back Injury?

Hello. I'm 36 y/o female. Used to be very atletic. Had a small fall in 2008 felt from the hospital bed, passed out and I didnt know that I had hurted my back only until noticing numbness to both of my legs while driving a few weeks later . After the 1st Mri ( it showed, Anular tear and disc problem my doctor started pain medicine and Pt ) now 2 years later still on treatment with shots ( did 2 rounds of injections 6 shots the last time) and pain management. i also go to Pt 2x a week and walking inside a swimming pool 2x a week. Please help : Should I consider surgery? can I do something else? Thank you K.
