Should I Be Concerned About Persistent Small White Patch Of Dry Skin On My Elbow?

I've had a small white patch of dry skin on my elbow for years. I often scrape it with a pumex stone and after drying I rub it with a strong moisturizer. But within a couple days it comes back. Can this be some kind of wart I should have a dermatologist look at?

yes it is right to consult a dermatologist to rule out other conditions.it may as simple as xerosis, or may be forerunner of conditions like psoriasis
