Should I Meet Doctor For Swollen Vein, Headache And Vision Problems?

I have a noticeable vein (slightly raised, small bump like) on the right side of my forehead/temple. The past couple of days it hurts when touched a looks more "swollen". I've also been having really bad headaches and vision problems after noticing it. What is this and when should I see a doctor
