Should Someone Bitten By A Monkey 4 Months After Completing A Rabies Vaccination Course Receive A Booster Or No Additional Vaccine?

My friend completed his dog bite vaccination course 4 months ago and was bitten by a monkey today. According to WHO guidelines, a booster dose is recommended for re-exposure if more than 3 months have passed since the previous vaccination. However, doctors at the government hospital where he was initially vaccinated advised that no vaccine is needed within 6 months of the previous course. Could you clarify the correct course of action in this situation?
